SUMMARY

Admiral Samuel J Paparo is the Commander of the US Pacific Command. He arrived in India on Saturday for a 6-day visit that will be of an official nature. The main purpose of such a visit is to strengthen the India-US Major Defense Partnership and increase military cooperation between the two countries. Admiral Paparo is scheduled to meet senior officials from both the Ministry of Defence and the Indian Armed Forces during his visit from October 3rd to 8th. Such meetings are planned to discuss major security concerns and general stability in the whole of the Indo-Pacific Region.

Priority focus areas and strategic momentum

Addressing the meeting will be central topics of digital transformation, new or emerging critical technologies, and regional strategic stability. Both nations are investing systematically in strengthening defence energy resilience and in a growing competitive worldwide technology landscape.

Focusing on wider engagement, the US Embassy issued a statement indicating that the US and India are developing a defense partnership capable of meeting the demands of tomorrow, whether through emerging technology or maritime security. In this context, this particular visit forms part of a number of military and diplomatic visits that have taken place recently to find new areas for extending cooperation in terms of defense while also discussing the new security concerns in the Indo-Pacific region.

Apart from the above-mentioned strategic development in light of the recently concluded 22nd edition of the India-US joint military exercise named ‘Yudh Abhyas’ that concluded on September 27 after nearly 3 weeks of extensive bilateral training, there have been some important strategic discussions in the national capital between Indian Army Chief General Dhiraj Seth and Lieutenant General Joel B Vowell, Deputy Commanding General of United States Army Pacific.

That interaction was captured in an official statement from the Indian Army, which says that on September 28 Lieutenant General Joel B Vowell congratulated General Dhiraj Seth. The two Chief Ministers’ in-depth discussions centred on the developing Indo-Pacific regional security environment and examined potential strategic opportunities for growing bilateral defence cooperation in all areas.

A significant part of the meeting involved practical solutions for improving interoperability through continuing training exchanges and military exercises. Exercise Yudh Abhyas successfully concluded to test the seamless synergy of joint operations and reaffirmed the resolve of both Armies to further enhance military-to-military cooperation for the future.

Bilateral momentum and defence industry collaboration

This bilateral momentum was further strengthened early in the week with Defence Minister Rajesh Kumar Singh meeting the visiting bipartisan American Congress delegation led by Congressman Brian Mast, who held detailed talks and discussions with him. Their conversation mainly focused on bolstering the India-US Comprehensive Global Strategic Partnership, particularly on defence industrial and technology cooperation.

The Ministry of Defence mentioned that there was an engagement on X, during which there was a meeting between Defence Secretary Rajesh Kumar Singh and a bipartisan group from the House of Representatives, US, comprising the Chairman of the House Foreign Affairs Committee, Brian Mast. The discussions were about the India-US Comprehensive Global Strategic Partnership, with particular focus on defence cooperation in industry and technology.
